Landpro

Growth at Amisfield Quarry.

Cromwell Certified Concrete Limited engaged Landpro to gain a consent to deepen and expand the existing Amisfield Aggregate Quarry. They were seeking a new 8ha expansion and a deepening of the existing works which potentially impact a number of environmental factors including dust discharge and groundwater contamination.

Strong opposition from a wide range of neighboring properties was mounted who formed a society to oppose the consent resulting in limited notified Council proceedings, the Environment Court and then mediation where Landpro successfully gained the desired consents for our client.

 

The immediate area surrounding the existing quarry features vineyards and orchards, animal grazing, a life style property and the DoC Mahaka Katia Reserve. That said the quarry has been in existence for 25 years and on the site long before these commercial and residential neighbours. Equally 50% of all concrete aggregates in Inland Otago are being provided by this site with very limited options for alternative supply.

Our Solution.

Overview

Landpro’s approach was to build a strong and consolidated team of subject matter experts covering horticultural, groundwater and air, quality, landscape and noise and in total thirteen technical reports were created in support of the consent. The resulting strategy was a comprehensive set of robust mitigations, rigorous monitoring and a significant rehabilitation plan on decommissioning of the quarry.

Partnership

Working with Golders & Associates we created New Zealand’s most rigorous Dust Management Plan associated with a quarry, including permanent continuous on-site monitoring of wind speed and direction alerting the site to conditions that might impact surrounding areas and automatically triggering on-site cease work notices on all identified activities which have the potential to create dust.

Challenges

Additional mitigations around noise, operational hours, vehicle movements, a quarterly ground water quality sampling plan, bunding, screening and setbacks. In addition, extensive consultation was undertaken with DoC, Waka Kotahi, and neighboring landowners.

Analysis

Mana whenua consultation included the proposed expansion but also the remediation on the closure of the quarry that sees the creation of two lakes, native planting and a generally accepted belief that this action will return the land in an improved state.

Better Environments

Arguably quarries deliver a valuable resource and their location is dictated to by nature itself. The mitigations and monitoring are extensive and wholly designed to protect the surrounding land and environs including cushion plants found in the Mahaka Katia reserve. The rehabilitation plan demonstrates real commitment to manaaki whenua.

Better Returns

Expansion delivers increased output and extended operational lifespan. Arguably quarrying is the most efficient use and development of natural and physical resources found on this land typified by poor soil qualities and need for irrigation to be productive. Equally this makes best use of the existing quarry infrastructure, to provide additional supplies of aggregate important for the development and maintenance of buildings and infrastructure.
